An adjustment is not the end of the process. Repeat the head count on your quarterly cadence and compare the new results against this analysis. If the change worked, the data should show it — the misalignment you flagged should have closed or improved. If it did not, that is useful information too, and it is exactly what the next quarterly count is for.
